Former Spanish Secretary of State for Digitalization & AI

Carme Artigas is a Spanish executive and entrepreneur specializing in Big Data, Artificial Intelligence, cybersecurity and technological innovation, with more than thirty years of experience. An internationally recognized figure in AI regulation and governance, she is currently a Senior Fellow at the Belfer Center of the Harvard Kennedy School, one of the world’s most influential think tanks in security, technology and public policy.

She recently served as Co‑Chair of the United Nations AI Advisory Body, appointed by Secretary‑General António Guterres. In this role, she led the work that resulted in the report Governing AI for Humanity, adopted by the UN General Assembly in September 2024, and continues to act as a spokesperson and ambassador on these issues in major international forums.

From 2020 to 2023, Carme Artigas served as Spain’s first Secretary of State for Digitalization and Artificial Intelligence. Under her leadership, Spain steered the negotiations of the European Union’s AI Act during its Presidency of the Council of the EU, culminating in the approval of the world’s first comprehensive AI regulatory framework.

Before entering public service, Carme Artigas held several senior leadership roles across public and private organizations, including CEO, board chair and board advisor positions. She notably co‑founded and led Synergic Partners, one of Europe’s pioneering Big Data companies, acquired by the Telefónica Group in 2015, where she continued as CEO until its full integration.
